Yes. Beginning with Office XP, Microsoft introduced two new password encryption algorithms: RC4 Base and Enhanced. These files cannot be imported by StarOffice Software, but Office XP and 2003 don’t use this new algorithm by default. Therefore, the vast majority of files will be imported successfully.
