The intention of SRIF is to promote new investment in university science research infrastructure. Diversion of these funds into JIF projects that have already been agreed will undermine any subsequent negotiations for additional funds for infrastructure investment. There is a strong presumption therefore against HEIs using their SRIF allocation to meet the shortfall on any previously awarded JIF projects where institutions have already agreed with the lead funder that the shortfall will be met from alternative sources. Any deviation from this will be considered on a case by case basis and only in exceptional circumstances.
