Yes, it is common behavior for viruses to intercept what you try to do on the computer, and prevent you from doing anything that could stop the virus (like visiting a web site, or running a program, etc.) But it’s not really a fire wall, which is a different thing. Anyway if your computer has a virus and won’t let you install anti-virus, you need to a bootable anti-virus CD, so that you can start your computer from the anti-virus CD – when you do that, the virus in the computer never gets a chance to start up and intercept anything, so you can use the CD to scan the whole system, and hopefully kill the viruses. Once it’s done you pop the CD out, restart the computer, and all is good (hopefully). Here’s a page that will let you make one of these CDs – but of course, you have to do it on a computer that isn’t infected!
