Sound waves travel at whatever the speed of sound is. They need a medium which is mostly air. When the air itself is moving it affects the speed of the waves. In the direction of movement of air the speed of air gets added to the speed of sound. In the opposite direction the speed of air gets subtracted and the balance is the speed of the waves.
