Can someone send an unsolicited reference letter?
Yes. But we prefer, and go to great expense, to send requests for letters of reference ourselves, since we think that requests coming directly from the Foundation may elicit more frank and useful comments. Special circumstances may, however, require that applicants take their own measures to ensure that references important to their applications reach the Foundation in time.
