Can someone be nominated again if they were a finalist or winner the year before?
Yes, just like in sports All America teams, there is no limit to the number of times one can be nominated as long they are eligible as high school students in good standing. It is possible to be an All American more than one year in a row, all decisions made by the judging process and blue ribbon panel.
