Scrum can work, of course, without the fulltime commitment of one or more business stakeholders, however they must be available to collaborate and drive at the start and end of the Sprint, the must be available to the team on the nuances of the project during the Sprint. Sometimes they have to be available more because there’s no one on the team with business domain knowledge, sometimes they don’t have to be available hardly at all, because there’s a lot of business domain knowledge within the development organisation.
