Can schools or libraries resell telecommunications services for which they receive Universal Service discounts?
No resale is permitted by the FCC. This means that schools and libraries cannot charge fees for any of these services, although fees are permitted for associated services not eligible for Universal Service discounts such as computer lab fees to help defray the cost of computers or training fees.
