For large systems (serving more than 10,000), this is clearly the intent of the Rule. For small systems, this sampling schedule change will need to be specified in the SMP. The SMP was designed to specifically distribute the sampling effort equitably over the three year period, but EPA allows the State to coordinate the unregulated contaminant monitoring sampling with compliance monitoring already scheduled.
