Can salaries be for actual salaries, not just the least senior staff?
Yes. School districts may use Education Stabilization Funds for jobs created or retained as identified by the district. We will implement OMB guidance issued on 12/18/09 for the reporting period ending 3/31/10 to focus reporting on jobs retained or created and directly funded by ARRA during that particular quarter.
