Yes, but there can be problems with ensuring the product cures and dries properly. If the inside of the tank remains damp, the water based rust converter will not be able to dry. In some cases, forced air drying may be appropriate. Neutrarust TL was designed specifically for painting the inside and outside of tanks and is a great companion for the Neutrarust converter.
