Yes, they can. Look at this photo of a treated mat that has lain exactly where it was placed on wall-to-wall carpeting more than three years ago! You probably can see the cable that was placed under the carpeting when it was laid (it runs up the right side); you definitely can see that the carpeting is still soft and clean.
