I have bought a few sweatshirts where the sleeves would stretch out. The cuffs would eventually stretch out so bad that the sleeves would never stay up. Some sweatshirts when it got hot I would eventually cut the sleeves off and make the sweatshirt a short sleeved shirt.

It can stretch out the sleeves, but if it is cotton then washing it and putting it in the dryer on low heat should return the sleeves to the normal size. That may also help to make it fit better.
