In principle: yes. The damaged surfacing must be removed and the base be trimmed. Then T-RRP should be sprayed on, the soil given optimum compaction, and a new surfacing be laid. The latter can then no longer be harmed by water or frost, provided that the job has been properly carried out in accordance with our working instructions.
