Can rising sea level because of Global warming submerge the Philippines?

No: The maximum sea level rise possible is ~200m if all the icecaps melt and thermal expansion of the oceans is accounted for. The Phillipines currently have maximum elevation of 3000m so cannot be submerged although they will loose some land surface, as will everywhere else in the world. The total volume of ice melting at today’s global mean temperature would cause a rise of about 200 feet. However, most sea level rise is caused by thermal expansion of water already in the ocean basins which accounts for the 200m rise, as shown in the geological record for the Cretaceous.
