Can REDS traders receive duty paid goods?
Yes a REDS trader can receive duty paid goods. However, if the REDS have been appointed by their customer to handle a movement of this type of goods, i.e. excise goods that have been already released for consumption in another Member State, then the REDS must observe the following procedures: REDS must notify and lodge a guaranteed payment with REDCENT, Queens Dock, Liverpool at least 48 hours before the goods are dispatched from the OMS (see Notice 203). The acceptable forms of security are shown in Notice 203. However, please note that the acceptable forms of security were extended in August 2003. This now allows a REDS to use their deferment account as a suitable means of security. REDCENT will issue to the trader, a ‘certificate of payment’ (known as a REDS 98 form), on a consignment-by-consignment basis, specifying the recipient, amount of excise duty secured and the quantity/tax type of the excise goods being moved.
