Rats are amazing chewers they have been known to chew through concrete so I think expanding foam would not be an issue. It probably depends how much they like this space…if there are easier places to nest then maybe they won’t dig back through but they are quite capable. I would recommend traps or possibly poison before they chew their way back in.
