NO. That assumption is at the root of racism. Culture and upbringing can go a long way in determining moral behavior. We have this “racism” thing because in the past, populations were more isolated. Cultures evolved concurrently with physical features. That’s why we have “European” cultures where everyone was white, Asian cultures where everyone fits certain phenotypes, African cultures, etc. etc. People were evolving in more or less isolated populations. Today international travel is relatively easy. We have countries like America that are a mixing of almost every culture on earth. It’s becoming a trait of very ignorant and isolated people to judge people by their physical appearance – you can never tell where someone came from anymore or what their background is. Better to get to know the person.
