Yes it can. PSP has integrated WiFi and can connect to other WiFi enabled devices. Most common use is to connect to other PSP users in order to play multi player enabled games or to share images and photos, also known as Ad-Hoc mode. Integrated WiFi also enables PSP to connect to the Internet by establishing connection to a HotSpot (WiFi AccessPoint), also known as Infrastructure Mode.
