Can providing aid and education to 3rd world countries also be considered as imposing cultural values?

In and of itself, I don’t consider aid and education an imposition of cultural values. When you’re dealing with the sort of organisations who go out and build churches in impoverished parts of the world, and/or insist on providing the curriculum taught in the schoolhouses they help build, then obviously there’s at least some element of intentional indoctrination. But I don’t consider aid and basic education to be imposing cultural values, because “Imposing” implies that there’s some effort to teach or enforce the values. And while it may not be possible to teach without some bias, or help people without impressing some of your values on them, it’s more than possible to teach and help people without *Trying* to do those things.
