Can providers move participant numbers between approved programmes in the case of under-recruitment?
If provision genuinely meets the criteria in terms of identifying and addressing need, it is unlikely that there will be significant over- or under-recruitment. If there is, providers should discuss it with TDA. Changes that would lead to duplication of provision might not be allowed, but there is no objection in principle to transferring numbers between elements of an application providing that they have all been approved as part of the application assessment process. Typically transfers will arise where demand is less than expected for one element but greater for another element. Funds cannot be transferred to a course or module that has not already been approved in the assessment process for applications.
