Response: No. The start date for incurring costs against the grant is the date of execution of the grant agreement. However, earlier expenses that are part of the same project and paid from another source can be counted in determining what funds are leveraged with FPCP funds for purposes of evaluating the merits of your project. Also, if you have an agreement with another funding source to fund a percentage of a project, their funds could be used for the earlier expenses and FPCP funds could be used later so the percentage shares even out correctly in the end, provided FPCP funds are only used for FPCP eligible costs.
