Can President Macapagal-Arroyo be indicted by the International Criminal Court (ICC) for crimes against humanity?
In order for Gloria Macapagal-Arroyo to be indicted in the International Criminal Court, the country should ratify the Rome Statute. But of course Macapagal-Arroyo is guilty of all these human rights violations. The tribunal has decided.
