ALL mail sent through the US Postal System is irradiated to kill any possible Anthrax or any other chemical or biological agent being sent through the mail. This was put into place after the incident years ago with Anthrax. All packages are also “sniffed” by a machine for any explosive material. Some even get x-rayed. Even if a person places corn starch or baby powder in an envelope & mails it to someone claiming the powder to be Anthrax or any other chemical or biological agent, it is a federal offense & the penalties are severe.
