PortsLock works at the transport (TDI) level so it (as well as the TCP/IP driver) doesn’t receive packets when somebody pings your computer from the outside. Hence, PortsLock can’t block such packets. However, PortsLock can deny users attempts to ping other computers from the computer where it is installed.
