I live in Indianapolis, and I have never heard of someone getting a speeding ticket that way. However, we DO get tickets for going through some stoplights by a photo taken of the license plate if one runs one of those lights. It sounds like thay have taken the technology a step further in your jurisdiction. Your only defense might be that someone else was driving the car when the photo was taken. Good luck!

Yes, police can issue a ticket through the mail. The photo is the evidence of the speeding violation. The owner of the vehicle is assumed to be the driver unless otherwise shown. There is no such thing as photo radar.
