Can plants photosynthesise through artificial light, just lights in the home?

As I experienced with my pepper plants (saved from fall, and residing on my desk at work), plants can do well under artificial light, but the fact that I’ve had lots of blossoms and no fruit led me to a website stating that real sunlight is needed if you want peppers. The effect of real vs artificial light depends upon the plant. Some do really well, some don’t. There are also full spectrum bulbs available for indoor growing, which should be available at most any garden shop.
