Can Petrobras Develop its Pre-Salt Fields?
Some question whether Petrobras can develop the area at all. Others don’t like how the Brazilian government, which owns about 40% of the company, changed the rules regarding the pre-salt fields. From the late 1990s, when Petrobras lost its monopoly, Brazil’s oil industry thrived under a concessions system. During that time, the government put parts of the pre-salt region out to concessions before it realized exactly what it had.
