Can people not using web services for school and TAFE communicate with me via email? If so what is my web services email address?

Yes they can. The address is your username followed by the rest of the email address for schools or TAFE. For example in TAFE it is billy.bloggs@tafensw.net.au and for schools it would be billy.bloggs@education.nsw.gov.
