Can people hack my webcam and turn it on without me doing it?
If the webcam is built in, the only requirement for full control of it is administrator rights. This is not difficult to obtain on most systems, but it requires a skilled, targeted attack. A random website is not capable of this. Also, most webcams have a light that goes on when the device is initialized, this cannot be prevented. I have done some proof of concept testing where I managed to turn the light off, but only after the webcam had started, and only on a very limited set of cams. Either way, it’s still noticeable. The chances of anybody with the requisite skills even knowing who you are is extremely slim.
