Can people actually be put in straight jackets and tied to beds in mental hospitals?

My mother works in a care home/hospital for people with mental illness and from what i have been told, no they don’t use straight jackets (at least not in the UK or in her home/hospital) but the care workers are trained in special restraining techniques.
