Yes, a reasonable portion of these funds could be used if the community partners together determine that the distribution of Reach Out and Read books furthers the work of the partnership. For example, the Reach Out and Read program could be working with an Early Head Start or Head Start to select and deliver books that support the curriculum. In order to consider this an appropriate expenditure, there must be coordination among partners that ensures the books are provided to the specific families targeted to benefit from the four components characteristic of comprehensive family literacy.
