You can play PAL games on an NTSC console if you have a HDTV because PS3 games aren’t region locked. I don’t know about Bluray’s and DVD’s, because I’m not sure if the international entertainment industry, who decides on the regions for those movie formats, consider Japan and India to be in the same region.
