Can owner promote employee he is having an affair with, without consequences?
I am assuming you are another employee, and that this is a small, closely held business (since you refer to the “owner” rather than the manager). There is probably little that you can do about it legally. It is terribly bad business. It destroys morale of the other employees and possibly puts an incompetent person in a management position, but the other employees will be able to do little about it. If you are a co-owner of the company, this fellow owner is wasting company assets for personal gain and putting the company at risk for a serious lawsuit (see below), and so you may want to consult an attorney if you cannot get him turned around. If you are the owner of the company who is having the affair (somehow, I doubt that, but just in case…), be aware that if the employee subsequently terminates the affair, and you then demote or terminate the employee, you are likely to be facing a sexual harassment suit.
