Can other maps take advantage of the 400ts DEM data to provide relief shading on the map page and the 3D View?

Yes. Custom maps and Garmin maps like City Navigator will take advantage of the DEM data to provide relief shading. The raster imagery used in the 400i and 400c maps does not make use of the DEM data.
