Can other counties become eligible to receive grants from appropriated funds in future years?

Any county that attains a population of 60,000 in the 2000 or any later decennial census or which grows by more than 800 people a year will become eligible for the program. The Department determines eligibility annually based on the 2000 census and the most recent annual estimate of population, which is prepared by the U.S. Bureau of the Census and released each Spring. The Department notifies counties of their eligibility during the month of July each year.
