Can OPM add any additional qualified relative groups other than those mentioned in the law (for example, grandparents, brothers and sisters, foster children, etc.)?
The law makes a limited set of qualified relatives eligible to apply for coverage under the FLTCIP, but it does allow OPM some discretionary authority to designate other groups as qualified relatives. OPM recently designated the following as qualified relatives eligible to apply for coverage under the FLTCIP: Same-sex domestic partners of Federal or U.S. Postal Service employees or annuitants who have submitted (either directly or through their partner) a form affirming this status to the partners employing agency or retirement system. This does not include a same-sex domestic partner of an active or retired member of the uniformed services.
