Can one issue be written as Business (main prioritized issues) and ethical as well ?

As mentioned in our earlier document of How to Prioritize, its quite important to separate ethical issues from the list of issues as they need to be managed separately. And generally an issue should be written only as either. But maybe there are issues where there is a business perspective and ethical perspective, then the same issue could be written but in their own perspective. The same contents cannot be repeated in any case under 2 sections.
