Can one company legally control all the calls coming out of a correctional facility ?”
This “arrangement” appears to be legal for the following reasons: 1) The correctional facility signed a CONTRACT with the company to handle inbound and outbound calls; 2) Unless you are have authorization to review or access the CONTRACT you may not make or request any changes to it; 3) Charges the company requires when you access their files to add money to a prepaid account are allowable by virtue of their CONTRACT with the institution. Finally: Your argument is with the institution NOT with the company they hired to handle phone call issues with inmates. In a word–yes–this is a legal procedure.
