Can one carry guns in public in the Philippines?
Yes, but only with the proper license, called a Permit to Carry Firearms Outside of Residence, or PTCFOR9, which allows only handguns to be carried. It permits limited concealed-carry. The permit disallows carrying within “commercial establishments” (a painfully broad injunction), among other restrictions. Limited numbers of PTCFOR’s are issued by the Philippine National Police every year; on a case-to-case basis, and only when an applicant can prove outstanding threat to his/her life and limb. A PTCFOR has a one-year validity.
