Can one be admitted to a graduate school in US without taking English proficiency test, such as TOFEL?
In general, the answer is “no” if you are an international student who has been educated abroad. You usually have to submit some kind of proof that you are proficient in English and that you can follow a graduate level course in English. There are some exceptions to this such as being brought up in an English-speaking country, or receiving prior education in English, etc. but you should contact the universities you are interested in directly to ask whether you qualify for this kind of exemption.
