Can non-Minnesotans purchase Minnesota Lottery Tickets and how are they taxed?
All players who wish to play the Minnesota Lottery must purchase their tickets in person from an authorized Lottery retailer located in Minnesota. For non-resident aliens, it is required that we withhold 30% for federal taxes for any prizes paid out. If the prize is over $5,000 it is required that we withhold 7.25% in state taxes. Prizes won in Minnesota and most of the United States are treated just like wages, the ultimate tax liability may vary based on the winner’s tax status.
