The OAA traditionally prohibits states and AAAs from requiring documentation of income/assets. That prohibition still applies if the AAA is only asking for the documentation in order to determine eligibility for services that are funded by OAA funding. However, if a potential client is entering the system through the ADRC, the ADRC can collect financial information (including documentation) as part of the process for determining what funding streams could support HCBS for the individual – whether those are Medicaid, OAA, state funding, or other sources. Through this mechanism, it is possible to have documentation of financial status for people newly referred to the NHD initiative. Otherwise, the prohibition on requiring financial documentation for OAA-funded services still applies.
