Can national organizations offer program delivery in partnership with municipalities?
No. Program delivery is not an eligible activity, and a partnership arrangement does not alter this fact. Please refer to Section II: The Call for Proposals Process of the Applicant Guide of the Applicant Guide for a description of eligible activities and to Annex A of the Application Kit for a list of appropriate partners.
