Can my employer consistantly round payroll in his favor?

It doesn’t sound legal as far as far as what the regulations state. You should print it up and show it to your boss and discuss it. Or, you can be a shallow employee, and when a customer is on the phone, you can end the phone call as soon as it’s time to clock out. That would probably hurt the business to some extent, forcing your employer to reconsider the policy. I wouldn’t advocate this approach. Try talking it out with your employer first.
