Can motorized vehicles be safe for children?

My ex-spouse likes to take our 9 ½ year old on her Vespa scooter. She wears an adult helmet but apparently foam pieces were added to the inside so it fits her. She told me that although the Vespa can go up to 49 mph, they only go 25 mph. I am concerned about my daughter’s safety; yet also do not want to be overly cautious. I expressed my concern to my ex who believes the activity is safe because she is very careful. I’m not worried about her being careful, but about all of the other cars on the road – and the occasional pothole.
