If a cation and anion are bonded to other anions and cations forming octets, then the product will be stable but still has a neutral charge, furthermore, every compound that is ionic has a cation and anion, which is probably what you’re trying to imply, so it would just be a normal compound, which would possibly ionize in water, but you must know every solubility rule to know for sure. But by the sounds of your question i would say that you are thinking of soluble elements or polyatomic if you are talking about anions and cations which are only formed by soluble elements, so to answer your question, yes.
