Midyear second cohort and third cohort whole school reform schools may implement a Title I schoolwide program after meeting the Title I schoolwide program requirements (See Question 5), submitting a Title I Schoolwide Program Plan and obtaining approval from the NJDOE. Such approval permits the school to blend its federal funds only and use these funds to serve the entire school population. The blending of state and local funds is not permitted for midyear second and third cohort schools until the 2001-2002 school year which is the first year of implementing their approved whole school reform plan and blended school-based budget.
