Can mass literacy actually be feasible given the economic situation of most out of school adults?
Mass literacy programme is free just like the UBEC programme, it is absolutely free, the most important factor is the political will to drive and sustain it. If the political will is there it will succeed because we don’t sell our equipments, we don’t sell our materials we give them free of charge to state agencies in charge of mass and adult education. The states in turn are expected to give such education and all needed materials and equipments free, so it is not a matter of funding for now, it is a matter of the political will to deliver such important aspect of education programme and the political will is where more funds should be made available to the agencies to open more classrooms and develop programmes.
