Yes- this actually this is a subtle distinction between Pokemon and Pokemorphs. Pokemon Legendaries are (mostly) unique god-like figures with world-altering capabilities, which generally cannot reproduce, or reproduce rarely in specific situations. Pokemorph Legendaries are uncommon, usually fairly strong, but they’re not godlike in power, and are quite capable of breeding.
